MAYER CITY COUNCIL MEETING MINUTES – JANUARY 25, 2010

 

Call Regular meeting to order at 6:30 p.m. by Mayor Chris Capaul

 

PRESENT: Mayor Capaul, Council Members Taylor, Dodge, Osborn and Stieve-McPadden

ABSENT:  

STAFF:  Administrator Murphy, City Engineer David Martini, Public Works Jeff Frost, Deputy Chris Nelson and Clerk Maetzold

ALSO PRESENT:  Don Wachholz, Milfred Dalchow and Nikki Larson

The Meeting was opened with the Pledge of Allegiance.

 

APPROVE AGENDA

MOTION made by Council Member Taylor with a second by Council Member Stieve-McPadden to approve the agenda as presented.  Motion Carried 5/0

 

PUBLIC COMMENT

Milfred Dalchow (104 Ridgeway Rd) appeared before the Council to request an adjustment to his November utility bill.  His outside faucet froze and 21,000 extra gallons were lost outside and did not get into the sewer.  A MOTION was made by Council Member Taylor and seconded by Council Member Osborn approving the adjustment per the Utility Adjustment Policy.  Motion Carried 5/0

 

APPROVE CONSENT AGENDA

A MOTION was made by Council Member Taylor with a second by Council Member Stieve-McPadden to approve the Consent Agenda as follows:  Motion Carried 5/0.

1.      Approve Minutes of the January 11, 2010 Regular Council Meeting

2.      Approve Additional Claims for January 2010

3.      Approve the Sheriff’s Department Report for the month of December 2010

4.      Approve Resolution 1-25-2010-1 Lawful Gambling for Ducks Unlimited

5.      Approve the Gambling Report for the month ending December 2010

6.      Approve Signatures on Donation of Services and Space Agreement for the Census

7.      Approve the Fire Department Report for 2009

 

STAFF REPORTS

  1. Public Works – Council reviewed report dated January 25, 2010
  2. City Engineer – David Martini presented a summary of the projects Bolton & Menk have been working on during the two billing periods October 17 and December 11, 2009.
  3. Sheriff’s Department –Deputy Nelson was on hand to answer any questions from the Council.
  4. City Administration – The Council reviewed a report from November 20, 2009January 22, 2010 outlining activities by the City Administrator.  The Council also reviewed the 4th quarter Financial Reports.

 

 

 

 

CITY ADMINISTRATOR

  1. Authorization to Apply for a Twin’s Youth Clinic – This year the City of Mayer has been contacted by the Twins Community Fund and invited to be a host for a Twins Youth Clinic.  This is the 50th year that the Twins have provided youth clinics.  The City of Mayer has sponsored Twins Youth Clinics for the past 3 years.  Staff is suggesting that the City apply to have the Clinic on June 19th.  A MOTION was made by Council Member Stieve-McPadden and seconded by Council Member Osborn authorizing staff to apply for the 19th of June for the Twins Youth Clinic.  Motion Carried 5/0
  2. Review of Budget Summary – MN Statute 6/745 requires all Minnesota Cities to annually provide summary budget data to the State Auditor before January 31st.  Administrator Murphy presented the Budget Summary to the Council.  Staff will be submitting the Budget Summary to the State Auditor and the Carver County News for publication.
  3. Approval of Resolution 1-25-2010-2 – A MOTION was made by Council Member Stieve-McPadden and seconded by Council Member Taylor to approve Resolution 1-25-2010-2 which specifies that the Administrator and the Mayor must sign all DEED grant documents in reference to the Contamination Cleanup Grant Program which was submitted on October 26, 2009.  Motion Carried 5/0  This resolution amends Resolution 10-26-2009-18.

 

OTHER

The Council discussed snow removal issues.

There being no further business, a MOTION was made by Council Member Taylor and seconded by Council Member Dodge to adjourn the meeting at 6:45 p.m.  Motion Carried 5/0
