Call Regular meeting to order at 6:35 p.m. by Acting Mayor Myron Taylor
PRESENT: Council Members Osborn, Oman, Taylor and Stieve-McPadden
ABSENT: Mayor Capaul
STAFF: City Administrator Murphy, Public Works Jeff Frost, Deputy Chris Nelson and Clerk Maetzold
ALSO PRESENT: Don Wachholz, Nikki Larson, Erick Boder, Paul Malberg, Anton Leib, Steven Leib, Todd Kuntz, John Braunwarth, Larry & Sue Goede.
The Meeting was opened with the Pledge of Allegiance.
APPROVE AGENDA
MOTION made by Council Member Stieve-McPadden with a second by Council Member Osborn to approve the agenda with the addition of the Fire Department Report for the month ending October 2010 to the Consent Agenda. Motion Carried 4/0

APPROVE CONSENT AGENDA
A MOTION was made by Council Member Oman with a second by Council Member Stieve-McPadden to approve the Consent Agenda with the addition to the agenda: Motion Carried 4/0.
1. Approve Minutes of the October 25, 2010 Regular Council Meeting
2. Approve the Claims for November 2010
3. Approve the Check Summary for the Month of October 2010.
4. Approve the Building Permit Report for the Month ending October 2010
5. Approve the Fire Department Report for the Month ending October 2010
CITY ADMINISTRATOR
- Eagle Scout Project, Anton Leib – Anton Leib had come before the Council in April to discuss building a shelter for the people working at the recycling center in cooperation with his goal to become an Eagle Scout. He is before the Council tonight to present the key to the shelter. Pictures of the shelter were also available. He was commended for his work.
Council Member Osborn takes over for Council Member Taylor who leaves the meeting.
· Snowmobile Club – Members of the Carver County Snowrunner’s Snowmobile Club were present at the meeting to inform the Council that they have suspended their Request for Snowmobile Permit for Dakota Rail Trail for this season. Due to the lengthy process of the application, approval may not have come until January or February which is in the middle of the season making it hard to mark the trail. They will continue to work on the request for the 2011-2012 snowmobile season. They wanted to personally contact those along the trail to see if there were any questions for the snowmobile club. Administrator Murphy will contact Marty Walsh of the Carver County Parks Department to see about speed limit signs or how the trail will be marked since it is not a designated trail for this winter.
- Approval of Resolution 11-08-2010-23 Approving Summary of Ballots for General Municipal Election – The election results were canvassed. Chris Capaul was re-elected Mayor. Erick Boder and Daniel Lueth were elected to the Council. The ballot question on bonding for park improvements was defeated.
A MOTION was made by Council Member Oman and seconded by Council Member Stieve-McPadden to approve Resolution 11-08-2010-23 Approving Summary of Ballots for the General Municipal Election November 2, 2010. Motion Carried 3/0
OTHER BUSINESS
Council Osborn inquired about the patching of trails. He indicated that there are a few gravel patches that need to be marked if not patched this year. Public Works Jeff Frost would like to see them remain gravel until spring to see if there are any more pop ups in the area.

There being no further business, a MOTION was made by Council Member Stieve-McPadden and seconded by Council Member Oman to adjourn the meeting at 6:50 p.m. Motion Carried 3/0
