MAYER CITY COUNCIL MEETING MINUTES – JUNE 14, 2010    

 

Call Regular meeting to order at 6:30 p.m. by Mayor Chris Capaul

 

PRESENT: Mayor Capaul, Council Members Dodge, Stieve-McPadden, Osborn and Council Taylor

ABSENT:

STAFF:  City Administrator Murphy and Clerk Maetzold

ALSO PRESENT:  Don Wachholz, Amanda Schwartz, Milfred Dalchow, Jim McPadden, Greg Kluver, Brian Peterson, Russ Kuntz, Rod Maetzold

 

The Meeting was opened with the Pledge of Allegiance.

 

APPROVE AGENDA

MOTION made by Council Member Stieve-McPadden with a second by Council Member Osborn to approve the agenda as presented.  Motion Carried 5/0

 

PUBLIC COMMENT

Milfred Dalchow appeared before the Council to ask for a motion to have his street fixed.  He says his road is an undeveloped street – if you have an address – it’s a street.  He indicated that when Curtis Honebrink developed the land years ago, the easement was included for the street to the east.  After some discussion, there was no action taken.

 

APPROVE CONSENT AGENDA

A MOTION was made by Council Member Taylor with a second by Council Member Stieve-McPadden to approve the Consent Agenda as follows:  Motion Carried 5/0.   

1.    Approve Minutes of the May 24, 2010 Council Work Session

2.    Approve Minutes of the May 24, 2010 Regular Council Meeting

3.    Approve Minutes of the May 4, 2010 Park Board Meeting

4.    Approve the Check Summary for the Month of May 2010.

5.    Approve the Claims for June 2010

6.    Approve the Building Permit Report for the Month of May 2010

7.    Approve the Fire Department Report for the Month of May 2010

 

GREG KLUVER  - WWTF IMPROVEMENTS

Devries and Kluver Consulting have researched electrical savings realized by the installation of Variable Frequency Drives (VFD) on three 40 hp blowers.  Additional electrical saving of $6,342.00 could be realized annually by the installation of the VFD’s.  The cost to purchase and install the VFD’s would be $13,885.00.  A rebate of 60% of the installed cost from XCEL would equal $8,331.00, for a final cost to the City of $5,554.00.  Using the proposed electrical savings, the return on investment for the project would be less than a year.  Kluver added that the City will be allowed to test a unit first before committing to the purchase to make sure the VFD’s perform to our expectations.  After a discussion period, a MOTION was made by Council Member Osborn and seconded by Council Member Taylor to accept the proposal from Schwab Vollhaber Lubratt Inc for a Danfoss Drive for $11,550.00 plus tax and the proposal of $2,335.00 from A-1 Electric for the installation of the 3 VFD’s on existing blowers and temporary wiring for 1 VFD for testing purposes.  Motion Carried  5/0  the council would like an update on the testing two weeks after installation and a report on the electrical savings after one year.

 

 

 

CITY ADMINISTRATOR

  1. Request to waive Community Center Fee – A resident has requested that the city waive the rental fee for the Community Center to hold a Pancake breakfast for a breast cancer walk that she is involved with.  After some discussion, a MOTION was made by Council Member Taylor and seconded by Council Member Dodge to deny the request to waive the Community Center Fee but to offer the fee at $125.00 for non-profits.  Motion Carried 5/0
  2. Update of Work Comp and Property Insurance

City staff met with the loss control consultant from the League of MN Cities to review the City’s work comp and property claims.  The Council reviewed claims for the past ten years.

  1. Fee for Food Vendors – The Mayer Community Rising Festival has been approached by a couple of vendors that want to sell their products at the July 10th celebration.  The committee would like to recommend to the Council that the City implement a 10% of sales fee to be submitted to the City.  The basis for the fee is that the for-profit vendors will need electricity and water, and the sales fee would help the City recap some of the costs.  A MOTION was made by Council Member Stieve-McPadden and seconded by Council Member Taylor to approve the 10% of sales fee as recommended by the Park Board.  Motion Carried 5/0
  2. Zion’s Run for the Son – The City has a request from Zion School to use the City streets and trails and the baseball field for their Run for the Son celebration on June 26th.  A MOTION was made by Council Member Stieve-McPadden and seconded by Council Member Dodge to approve the request as presented.   Motion Carried 5/0
  3. Baseball Park Infield Repair – The Park Board met today at 5:00 p.m. and presented information to repair the baseball field infield for the Council to consider.  Two quotes for infield repairs were reviewed; Bury’s Lawn & Landscaping - $7,942.00 and Hartman - $10,824.50.  The Park Board has recommended that ½ of the repairs come out of the Park Fund and that the City solicit donations for the remaining half.  A MOTION was made by Council Member Taylor and seconded by Council Member Stieve-McPadden to approve the quote from Bury’s Lawn & Landscaping for $7,942.00.  The MOTION was then rescinded to give the City time to get more information on work to be done, warranty and references.   The Council discussed basic maintenance needed to keep the infield in good playing condition.
  4. West Ridge Road – Storm Water Pipe – a MOTION was made by Council Member Osborn and seconded by Mayor Capaul to approve an Agreement between the City of Mayer, Helen Franke and Lois & Myron Taylor releasing the City of further responsibility for a drain tile line; reimbursing Franke-Taylor in an amount not to exceed $2,445.00 toward the cost of the repair of the drain tile line.  Motion Carried 3/1 (Dodge) with Council Member Taylor abstaining.

 

OTHER BUSINESS

·         It was reported that sections of the City trail in Hidden Creek have been cut out due to heaves in the pavement.  They will be repaired as soon as asphalt is available.  Another section of trail in Meadow Park was identified for repairs.

There being no further business, a MOTION was made by Council Member Taylor and seconded by Council Member Osborn to adjourn the meeting at 8:00 p.m.  Motion Carried 5/0
